美國 (měiguó) is the United States. Recollect you learned America is 美國 (měi guó), literally beautiful land?
聲威 (shēngwēi) is renown or prestige. Separating these 2 characters, 聲 (shēng) means sound or vocalisation; 威 (wēi) means might.

This is ane of the reasons it's insufficient to rely on a dictionary to create a Chinese proper name yourself unless you too know all the potential connotations non mentioned in the book.
What's the Chinese proper name for Donald?
